No – any such document should take the form of a Supplementary Planning Document, which would be a material consideration in the determination of planning applications, and would not comprise a Development Plan document.

The PPG10 notes that local planning authorities can set energy performance standards for new housing higher than the building regulations, but only up to the equivalent of Level 4 of the Code for Sustainable Homes. As a responsible landowner, Bolesworth fully support the need for new dwellings to be energy efficient and use sustainable construction methods. Should the Council look to introduce a higher local standard, this will just need to be duly considered and tested in the viability evidence supporting the Local Plan, to ensure it will not lead to delays in delivery.

The policy notes that as an alternative to the sustainable construction requirements (1-5), positive weight will be given to development proposals that, for residential development, will be certified PassivHaus standard. Bolesworth is supportive of the policy wording, which encourages (but does not mandate) alternative environmental compliance. Bolesworth is currently exploring the energy strategy/approach in respect of development on their landholdings and are keen to maximise the environmental benefits generated from development proposals. They have a strategic, long-term interest in delivering the best type of development in Tattenhall.
