I would agree that this is an appropriate approach that would contribute strongly to net zero and environmental objectives . As a potential additional objective/amendment, it would be worthwhile making specific additional reference to climate adaptation in terms of thermal comfort for residents. Extreme heat has become substantially more common throughout the UK in recent years, and new build should account for this.

This would lead to an increase in the climate readiness for new developments. Additional considerations should ideally include both: Minimisation of embodied carbon within new construction (particularly for strategic developments) utilising sustainable/recycled building materials as a preference and working with the local supply chain to deliver where this is practical. Assessment and mitigation of risks to thermal comfort from overheating for new build properties due to global heating. Where a DHN is found to non-viable, an alternative low carbon heat source should be installed to all new build properties.

District heat networks should be a requirement for strategic sites. For new build these are typically substantially cheaper and more energy efficient than individual low-carbon heating solutions. This is important both from a climate PoV, and from an overall sustainability of development perspective given the substantive grid constraints across much of CWAC.

Prioritisation of sustainable transport is key to net zero ambitions. Transport emissions account for c. 1/3 of total CWAC carbon emissions and provision of alternatives is a priority for emissions reductions. Reducing future demand by ensuring greater access to these amenities for new build property could helpfully mitigate future emissions.
