Tattenhall and District Modified Neighbourhood Plan - Regulation 16 consultation

Respondent: Mr Allan Topp
As confirmed in my earlier email, my wife Pauline and I own land east of Harrison Close, Tattenhall, which we purchased in 1994 and sits directly alongside the existing houses on Harrison Close, from which it is separated by a belt of mature oak trees that we would wish to see retained.
To be clear, we are not at this stage asking for our land to be allocated for development in the Neighbourhood Plan. We understand that the Plan focuses housing growth on the Frog Lane site and we are not wishing to change that. We are submitting that our land could, in future, be considered for a development complimentary to the village needs.
We would therefore ask that the Plan is modified slightly to allow small-scale housing development on suitable land close to the village to be considered on its merits, and that the Plan includes a mechanism to review housing policies if circumstances change — for example if the Frog Lane site does not come forward as quickly as expected.
We are not objecting to the Plan and are happy for it to proceed. We simply ask that it allows the option for land like ours to be looked at in the future.

The Plan as drafted is fundamentally flawed and should be revisited from scratch. Individual weaknesses exist in the following areas:
Radical change of policy
Scale
Traffic congestion
Infrastructure
Housing density
Open spaces
Environmental degradation
Reliance on landowner / developer(s)
These elements are explored in the submitted full comments, together with suggested actions.
