Evidence base fot Neighbourhood Plans (NP) should include an assessment of local Housing Needs which is kept updated during the duration of the Local Plans so as to ensure the NP polocies remain relevant. They should also identify particulrly sensitive areas for biodiversity or other environmental parameters.

Agree that in general, district heat networks provide a successful method of achieving an improvement in sustainability. They should be required for strategic sites unless they can be shown to not be feasible for a specific scheme.
