In and of itself, the list of documents that will be considered in informing the new local plan seems to be a relevant amount of information. However, as all are "to be prepared" at this stage, it cannot duly inform policy currently.

I believe this plan should apply for 15 years. Nonetheless, given the long-term impact on the additional number of houses to be delivered, I do believe a 30 year strategy both on infrastructure and housing supply would be pertenant.

Neighbourhood Plans are key documents that must be observed by the Cheshire West Local Plan and should carry more weight in terms of housing stock and sizes compared to what is currently in place. Local communities are best placed to identify opportunities for housing development, as well as understanding the practical delivery requirements (for example, roads, school and GP places, as well as other queries around facilities and transport). Design codes should also have more bearing - too many new build estates in the borough have taken the "cookie cutter" approach to housing, leading many rural areas looking indistinct.  Further, these also support the direct housing supply information, around the demand from local residents. There should also be further local connection tests, especially in affordable housing, that allows families to remain united in areas rather than being dispersed.

Question VI 1

2.5  Chester will continue its development as a prosperous sub-regional employment location, shopping and international tourist destination.  The city will be a key asset to the borough with a thriving business, retail and tourism economy and as a centre for learning.  The setting and special character of Chester will be maintained. In my opinion, Chester's vision is excellent, but must consider several points. Principly; 1) As demand from businesses increases, there is currently no further provision for large scale employment sites within the reasonable city boundaries (for capacity of 150+ members of staff in one site) 2) The housing requirements seem minimised in this opportunity, and the reliance of out-of-area individuals to enter the city to keep the economy moving. I believe there should be more self-reliance in terms of both employment and housing/living which reduces the burden for commuters and opportunities to further the economic position of the city. 2.6  Ellesmere Port will be a confident industrial area, a hub for high quality industries and technologies including the green energy and waste sector, attracting inward investment.  Perceptions of the town will be enhanced as a result of improvements to the image of the town as a prosperous area. There should be further confidence in building further housing in Ellesmere Port, especially as the sub-regional position of the town allows for excellent transport links if invested in. 2.7  Northwich will have a vibrant town centre based around the regeneration and development of new retail, leisure and housing development opportunities.  The waterways and surrounding countryside will provide an important resource for the recreational needs of local residents and visitors. While I welcome the upcoming development of Northwich's town centre, I believe there are more housing opportunities to be released both in the town centre and north of the town itself (such as Winnington), which should be a greater focus for providing local housing. 2.8  Winsford will be integral to the improved prosperity of the borough particularly through development to meet the needs of local communities, whilst protecting the character of the Cheshire countryside and individual identity of rural settlements.  The market towns and villages identified as key service centres will remain viable settlements and will fulfil their role and function in providing access to services and facilities for their local and surrounding communities. I agree with this statement - as representing a number of communities sandwiched between Northwich and Winsford (Davenham, Moulton, Bostock and Whatcroft), these communities should remain their independance and not be conjoined in these areas.

I believe the Local Plan should set principles and priorities. These, in my view, should be: 1) To support the sustainable growth of communties, principly in areas that have seen less focus and building in the last 2 local plan periods 2) To protect the green belt from un-necessetated alterations, unless sustainable development is provided for local communities 3) From an infrastructural perspective, ensure no further burdens are placed on roadways and further parking is provided for as a default 4) Respecting existing parish boundaries and promote reasonable expansion on smaller areas which have capacity in local infrasture to support smaller developments over time 5) A policy to support new public transport routes (through S106 funding)

While I sympathise with many of the points, I dislike the lack of obvious objectives for localities, and many of these points, especially around community safety and crime, sit better within other Council policy areas. As a matter of design, these should all come into consideration, but are better articulated in policy areas elsewhere.

I support these principles, and must also endorse: 1) Where developments offer wider/mass parking, EV spots should also be allocated that are publicly available to all 2) Public transport should be further considered in terms of S106 funding needs 3) Where developments border railway lines, space should be allocated for both new stations and parking for those 4) Agricultural land SHOULD NOT be lost
