The inclusion in Sustainability Objective No.3 (provide high quality, well designed housing to meet identified needs) (Table 2.1 ‘SA Framework’ in the Local Plan 2025 Issues and Options Sustainability Appraisal) of the importance of meeting the need for housing, is supported and the Objective should be retained as set out, because everyone has the right to be housed. The inclusion in Sustainability Objective No.8 (provide a steady and adequate supply of minerals) (Table 2.1 ‘SA Framework’ in the Local Plan 2025 Issues and Options Sustainability Appraisal) of the importance of a steady and adequate supply of minerals, is supported and the Objective should be retained as set out, because it is essential to support the level of development required to meet the area’s need for housing.

The Sustainability Objectives set out in Option B should not be used in the new Local Plan because they are from the Local Plan Update 2023 Sustainability Appraisal Scoping Report (see note at bottom of box ‘Option B – Use of Sustainability Appraisal objectives’). If Sustainability Objectives are to be used as the objectives for the Local Plan, then the ones to use should be those from the ‘Local Plan 2025 Issues and Options Sustainability Appraisal’, because they are more up to date and because it would align the objectives of the Local Plan with those of the Sustainability Appraisal.

No, it would not be an appropriate approach. It will be more appropriate to use the Sustainability Objectives from Table 2.1 (SA Framework) in the ‘Local Plan 2025 Issues and Options Sustainability Appraisal’, because they are more up to date and because it would align the objectives of the Local Plan with those of the Local Plan Sustainability Appraisal. In addition, the Key Issues set out in paragraph 3.1 display a predisposition which is not appropriate. It says, ‘weakening of green belt protection’, whereas neutral language would have been more appropriate, for example, to say ‘clarification of green belt protection’ or ‘changes to green belt protection’. This should be borne in mind when drafting the text of future documents. Same point applies to paragraph 13.2.
