Some certainty around a minimum quantum of space to be provided would be helpful, provided it also allows for some flexibility where it can be demonstrated space would be of good quality. Clarity should be provided over qualifying area, for example, it should exclude space for bin and bike storage and access to them. A range of sizes based on number of bedrooms. All new build flats should include some useable outdoor space. Orientation, configuration, gradient, climate, privacy, usefulness, scope for personalisation and adaptability should be recognised as factors influencing quality.

Instead, it should defer to national policy, in the Framework and in Guidance. The policy should not seek borough wide search areas for all sequential tests.
